line item number starts from 15 not 20 for service product

Hi Expert,

Whenever I am adding line item from Product proposal list to my order the service product numbering starts from 15 which is wrong. it should start from 20.

In web ui role its coming correctly but only the issue with IC when we add line item.

Bleow is the sequece. instead of 15 it should be 20 , 30 , 40
