Authorization of Note in Workitem

Dear Experts ,

   In standard workitem screen, there is a assignment  block Attachment from which we can add 'Note'.

   We have requirement in approval process, no one can change the Note added by other person. We donot want to add note in Transaction.

  How can we control this authorization ?
