Can we achieve configurations,custom enhancements with RDS sap crm license?

Hi Folks,

1) Can we do custom enhancement with RDS licenses

2) Can we perform our own configuration through SPRO when we buy RDS licenses

3) Can we have CTI Integration with RDS license?

4) Can we have interfaces with external applications?
