Status of Sales Order as Incompletness

Dear Gurus and Champs ,

My requirement is that when User will create Sales Order then by default Status of Doc should be open which is coming as fine . Now later when user will come to create Follow up doc from Sales Order then user can not create until status of document will be changed as Completed.

I am trying from both Status Profile or Incompleteness Procedure but could not get right way of configuration.

Please guide.
